Statement by Minister Takehiro Kano at the Board of Governors Meeting starting on 6 June 2016 Item 4 : Strengthening the Agency’s technical cooperation activities: Technical Cooperation Report for 2015

Thank you, Mr. Chair,
Japan acknowledges with satisfaction that a number of tangible outcomes have been achieved through Director General Amano’s initiative “Atoms for Peace and Development.” We strongly believe that the Agency’s TC activities should be reinforced as the Member States’ development needs have been growing. To this end, it is critical to raise awareness of the Agency’s unique contributions and to establish robust partnerships with various stakeholders in human resource development and resource mobilization. In this regard, we value the Agency’s efforts on promoting partnerships with other international organizations such as FAO and WHO, and hope that the Agency will continue and reinforce its efforts on awareness-raising and partnership building.
Japan continuously supports the Agency’s activities in the area of peaceful uses of nuclear technology. In the G7 Ise-Shima Summit in May and G7 Hiroshima Foreign Ministers' Meeting in April hosted by Japan, we highlighted the Agency’s role in promoting peaceful uses of nuclear technology, including in the areas of human health and nuclear safety, in the G7 outcome documents. Further, looking towards the 6th Tokyo International Conference on African Development, TICADVI, which will be held in Kenya this August, we continue to support the Agency’s active involvement in cooperation with African countries.

We are pleased to see the Rate of Attainment for the Technical Cooperation Fund (TCF) rise to 93.8% in 2015, 4.3 percentage points higher than that in last year. We recognize that the TCF is the most important mechanism to support the implementation of the Agency’s TC programmes, and despite its fiscal constraints, Japan has consistently paid its full share of the TCF including for 2016, and urges all Member States to pay their shares of the TCF target in full and on time.
On top of our continuous contribution to the TCF, which supports the implementation of core TC projects, we have contributed more than 22 million US dollars over the last five years, through IAEA Peaceful Uses
Initiative (PUI). Recently, we made our PUI contributions this March to TC regional projects in all four regions. We also made PUI contributions to the Agency’s emergency assistance projects in response to Zika Virus outbreak in Latin America and the Caribbean, and to the earthquakes in Ecuador in April. Furthermore, Foreign Minister Kishida, in his meeting with Director General Amano in April, pledged 2 million Euros of additional PUI contribution to the ReNuAL project to assist its completion on schedule.
Japan will continue to cooperate closely with the Secretariat and relevant countries to support implementations at a variety of projects through its PUI.

The Practical Export Control Workshop was hosted by the Wassenaar Arrangement as part of its 20th Anniversary programs and held at the Permanent Mission of Japan to the International Organizations in Vienna on 27 and 28 June 2016. More than 100 government representatives from 46 countries participated in the technically focused Practical Workshop.
Workshop speakers included the 2016 WA Plenary Chair Ambassador Anu Laamanen (Finland), 2016 WA General Working Group Chair Ambassador Paul Beijer (Sweden), 2015-2016 WA Experts Group Chair Robertas Rosinas (Lithuania), 2016 WA Licensing and Enforcement Officers Meeting Chair Jon Erik Strömö (Norway), as well as the Head of the WA Secretariat, Ambassador Philip Griffiths. The WA control lists as well as export licensing and enforcement topics were covered during the two days.
